Bought my nephew one of those "4500 lumen" amazon specials for his dorm last year. Arrived, turned it on, stood in a pitch black room thinking something was broken. Turns out those are claimed lumens not ANSI lumens and the difference is roughly "yes you can see an image" vs "the bulb appears to be on"
